James River Foot Bridge Ribbon Cutting The ribbon cutting ceremony for the James River Foot Bridge was symbolic of the many institutions involved. Laurie Foot is on the bridge and Mike Dawson is in the foreground. The other people are Pam Underhill of the National Park Service,  Bill Damon, the Supervisor of the Washington and Jefferson National Forest (uniformed), and the other unidentified gentlemen are from the Virginia legislature and Virginia Dept. of Transportation.
